Public Notice: Rebuild Florida Mitigation General Infrastructure Program

Notice is hereby given that the City of Archer is offering citizens the opportunity to make comments on the proposed grant application for the Rebuild Florida Mitigation General Infrastructure Program competitive solicitation issued by the Florida Department of Economic Opportunity (DEO) with funding provided by the U.S. Department of Housing and Urban Development (HUD) Community Development Block (CDBG).  The Rebuild Florida Mitigation General Infrastructure Program is designed to provide funding opportunities for local governments and state agencies to develop large-scale mitigation activities that allow Florida communities to better withstand future disasters. With a total allocation of $475,000,000, the Rebuild Florida Mitigation General Infrastructure Program will be implemented in three competitive application cycles, with $150 million in funding available in the first round.

The grant will be used to provide comprehensive repairs to the City’s potable water system.  The potable water system in Archer lacks resiliency.  It currently serves over 800 residents.  Water line breaks and system outages are routine. A lack of enough isolation valves results in large service area outages when breaks occur, and boil water notices being issued.  This is a public health issue as well as an inconvenience for both residents and city workers.  Low pressure is a problem depending on the tank in service.  Improvements are needed for both the supply and distribution systems.  The total cost of this project is estimated to be $4,988,453, including administration and engineering costs; with the total being paid by the grant.  This project will include the following improvements:

Distribution Improvements:

•             Identification and Replacement of thin walled pipe prone to breakage

•             Upgrade of small pipe distribution lines

•             Elimination of dead end lines to improve quality without periodic flushing

•             Addition of isolation valves

 

Supply Improvements:

•             Addition of back-up generators at water plant

•             Booster pumps to increase pressure and allow both tanks to be in service

•             SCADA system upgrades

 

The comment period begins on Wednesday, August 26, 2020, and ends on Friday, September 11, 2020.  All comments must be submitted in writing to Charles “Tony” Hammond, City Manager, at City of Archer, 16870 SW 134th Ave., P.O. Box 39, Archer, FL 32618, or via email to thammond [at] cityofarcher.com (thammond[at]cityofarcher[dot]com).  Comments must be received no later than close of business on September 11, 2020, to be included with the application package submitted to the State of Florida.
